Procurement should protect scope, quality and programme at the same time.
Tender information, contractor capability, commercial comparison and contract boundaries are reviewed together before an appointment is made.
Choose the route for the project
The procurement method should reflect design maturity, programme, market capability, risk allocation and the level of cost certainty required. One route is not automatically right for every project.
Issue comparable information
Bidders need a clear scope, coordinated drawings, specifications, programme assumptions and commercial instructions. Comparison is weak when each bidder has priced a different understanding of the work.
Control change after appointment
Variations should identify the reason, cost, programme effect and design consequence before approval where possible. Good procurement does not end when the contract is signed.
